Checking a Chinese factory's business license costs nothing and takes 10 minutes if you've got the 18-digit unified social credit code. Skip that, and you might wire $4,000 to a shell company that never owned a CNC router.

The license proves a company legally exists. That license doesn't prove a single TIG welder, laser cutter, or acrylic bender sits on a factory floor.
I've had buyers send me a license from a 'factory' in Shenzhen showing 10 million RMB registered capital. Paid-in capital? Zero. The business scope listed 'manufacture and sales of signage,' but they ran a virtual office and subcontracted the actual work to a guy with a garage and a grinder. That happens more than anyone admits.

The license is table stakes. Not proof of factory. A scan never ran a laser.
Every legal Chinese company gets one number: the 18-digit unified social credit code.
That code starts with 9 for an enterprise (1 for government, 5 for nonprofits). That number is unique, tied to the legal entity, not a trading name. Punch it into the National Enterprise Credit Information Publicity System. If the supplier won't give you the code—or the scan has no QR code you can pull up on WeChat—bail. Just walk.
Check registered capital against paid-in capital. Registered is what the owners promised to contribute. Paid-in is what actually hit the bank account. A factory with 5 million RMB registered and 5 million RMB paid-in usually has real equipment. A company with 10 million registered and zero paid-in? That's a paper tiger.
Then check the establishment date. A license dated 2024 that claims '12 years of export experience' is lying to your face.
Nobody tells you this: the official check is free. The State Administration for Market Regulation (SAMR) runs the National Enterprise Credit Information Publicity System—NECIPS, gsxt.gov.cn. You don't need a $300 third-party verification agent.
Search the company name in Chinese or the 18-digit code. NECIPS shows registration status, legal representative, business scope, annual reports, and crucially, whether the company sits on the abnormal operation list or the government has revoked its license. If the license number pulls up nothing, it's fake. Not 'maybe different.' Fake.
Local market regulation bureaus pull from the same database. Asking the supplier to provide a 'government-stamped verification letter'? Useless. They can print anything.
I had a buyer in Texas email me a beautiful license scan. Looked perfect—red stamp, barcode. I typed the code into NECIPS. Pulled up a different company name in a different province. Somebody Photoshopped the scan. That buyer was 24 hours from wiring $2,800.
The business scope is where you separate real manufacturers from order-takers. Chinese business licenses list permitted activities. If the scope says '销售' (sales) without '生产' or '制造' (production/manufacturing), the supplier is not a factory.
Plenty of trading companies add 'manufacture' to their scope because registration costs almost nothing, but they don't have the machines. Scope alone won't cut it. You still need a video walk-through, a site audit, or an agent who can physically stand in the plant.
Look for '金属结构制造' (metal structure manufacturing) if you're buying 304/316 stainless steel letters. For acrylic products, you want '有机玻璃制品' or '亚克力制品' in scope. If you see only '批发和零售' (wholesale and retail), they're a middleman.
No '出口' (export) or '货物进出口' in scope? They can't legally export without a licensed agent. That adds another layer of finger-pointing when your crate arrives crushed.
The ugly truth? A factory can sit on the abnormal operation list and still email you a quote. NECIPS shows current status: '存续' means active, '吊销' means revoked, '注销' means canceled, and '列入经营异常名录' means the government flagged them for skipping annual reports or hiding a registered address.
A revoked license means the government has legally banned the company from doing business. They might still have a website, an Alibaba store, and a salesperson answering WhatsApp. I've seen this go wrong: a buyer wired a 30% deposit to a company the government had shut down two months earlier. The boss was still taking orders from a phone in his apartment.
Check the registered address. If it's a residential apartment in Yiwu but the 'factory' claims 3,000 m² of production, something stinks. Real factories register in industrial parks. You can't run a laser cutter in a 15th-floor condo.
Most factories claim CE. Ask to see the certificate with today's date. Watch them sweat. A CE mark costs 20,000–50,000 RMB and takes 2–8 weeks. A UL 48 listing costs $4,000–15,000 and takes 4–9 months with quarterly audits. If your supplier claims 'UL approved' in two weeks, that's a lie.
IP65 doesn't mean a hurricane-proof sign. Your backlit halo letters will still rip off a wall in Miami if the mounting isn't engineered for wind load.
NECIPS gives you the legal entity. But a license can stay active while the company has no export license, no tax registration for exports, and no customs record. Ask for the export license number.
Ask for the customs registration code. Genuine exporters have a 10-digit code with China Customs. They also have tax rebate status if they ship under their own name. If they say 'we ship under our agent's name,' that's not necessarily a scam. But now you're paying two middlemen, and nobody owns responsibility when a double-sided lightbox arrives with a cracked face.
Nobody tells you this: LCL sea freight means dockhands handle your crate 6–8 times between our dock and yours. Every touch risks damage. You won't find that in any brochure. A factory with a legitimate export record packs accordingly. A trading company doesn't care—they won't see the freight claim.
Cross-check the bank account name too. The legal representative on the license should match the signatory on the proforma invoice. Mismatch? You're about to wire money to someone's aunt.

Step one: ask for the unified social credit code and a photo of the license. Step two: type it into NECIPS (gsxt.gov.cn). Step three: check status, establishment date, registered vs paid-in capital, business scope. Step four: get on a live video call and make them walk the floor, show you the actual machines. Step five: ask for the export license and customs code. Step six: cross-check the bank account name. Do all that, and you're done in under 24 hours.

Can I just trust the Alibaba Gold Supplier badge? No. A Gold Supplier badge costs a few thousand dollars and doesn't require a factory audit. I've seen revoked companies hold Gold Supplier status for months because Alibaba's checks lag.
What if the license is in Chinese and I can't read it? Use the 18-digit code. That's the only part you need. The fields are standardized. Or pay a translator $20. If you're wiring $5,000, don't whine about $20.
Do I need an agent to verify a license? No. The official website is free. Agents charge $50–$300 to give you a screenshot of the same NECIPS page. Spend that money on a site audit instead.
The license checks out, so I'm safe, right? No. License is step one. You still need to verify the factory physically, check references, and never pay 100% upfront. I've seen buyers lose 50% deposits to factories that existed but went bankrupt after the order.
