
ETL listing means Intertek tested the sign to ANSI/UL 48. You'll pay about 10–30% less than for a UL mark on the same standard. For a channel letter sign, that's the whole assembly — metal returns, acrylic face, LED modules, wiring, power supply — not a piece of it. Intertek is an OSHA-recognized NRTL. So is UL.

I've watched a supplier hand over an ETL certificate for a power supply and call it a listed sign. That's not a listed sign. That's a listed component screwed into a homemade assembly. If you accept that, you're the one standing in front of the inspector with no label.
A real ETL listing means the factory gets audited. Under UL 48 listing programs, factories get audited every quarter. ETL uses the same standard, so if the plant can't show audit reports, it isn't listed.
UL 48 is the specific standard for electric signs. It covers the whole electrical assembly, from incoming power to the LED modules. Style rating? No. Weather rating? No.
In our shop, we treat ETL like any other listing: a piece of paper until the label hits the sign. Then it's a promise.
Here's what nobody tells you: electrical inspectors don't care if the mark says UL or ETL. They want a mark from an NRTL — an OSHA-recognized national testing lab. Intertek and UL both qualify.
UL is the old brand, and you pay for that name. ETL is Intertek's mark. Same ANSI/UL 48 standard, usually 10–30% less money and often less waiting. You're paying for brand recognition, not better safety.
Where I see guys get burned is when a job spec says "UL listed" and they don't know ETL is accepted. They shell out an extra $4,000 to $15,000 and wait four to nine months for a UL 48 listing because the architect wrote three letters in all caps.
ETL is the UL alternative. Not a knockoff. A competitor.
I've watched customers pay more for the UL name when ETL would pass inspection. That's money straight out of your pocket.
Look, code officials aren't sign designers. They won't check every solder joint or measure wire gauge. They want a label that says the sign was built to a recognized electrical safety standard. NEC Article 600 requires electric signs to be listed by a nationally recognized testing lab.
If the finished channel letters don't carry a full-assembly listing mark, the inspector can fail the job on the spot. I've seen it. The permit office doesn't care if you used ETL-listed LEDs and an ETL-listed power supply. They want the finished sign listed.
The label also gives the inspector a file number to verify. That's their safety net. Without it, you're asking a local electrician to vouch for your sign at the end of the day. Good luck with that.
If the label is missing, the inspector's only option is to fail the entire sign. They can't peel back the acrylic to check the LEDs. They don't want to. They want a clean file number.
And one more thing: ETL listing doesn't cover waterproofing. That's a separate IP rating. IP65 is the minimum for outdoor signs. IP65 won't survive a Florida hurricane.
An LED driver can be ETL listed. An LED module can be ETL recognized. Those are component marks. They mean the part won't burst into flames on its own. They do not mean your assembled channel letter sign is ETL listed.
The ugly truth is a lot of sign shops buy listed components, slap them into a channel letter, and call it compliant. Rookie mistake. The complete assembly has to be evaluated — wire gauge, thermal rise, bonding, enclosure, the whole works.
A 100-watt driver running too many modules in a sealed return will fail even if the driver itself has a sticker.
For front-lit channel letters, that assembly includes the metal return, the acrylic face, the LED modules, the wiring, and the power supply mounted on or in the sign. If any of it is swapped after listing, the listing is dead.
Here's where it gets dangerous: in a channel letter, the power supply sits inside the return or behind the wall. Heat builds up. If the assembly wasn't tested, the thermal rise might be above the rating for the LED modules. Signs fail early, or worse.
Quickest way to spot bad LED modules on a supposedly listed sign: look at the solder joints. Dull gray means the joints will fail in 12 to 18 months. Shiny silver means proper lead-free solder. Inspectors won't catch that, but your customer will.
Ask for the ETL listing certificate and the listing file number. Then go to Intertek's public directory and type it in. If it doesn't come up, walk.
I've seen this go wrong: a buyer got a certificate from a factory dated two years ago for a different sign model. The sign that showed up didn't match the drawings. The inspector noticed. Then the buyer tried to call the factory and got voicemail.
Ask for a certificate with today's date and a listing file number that matches your sign's construction. Then ask for the last factory audit report. If the supplier hesitates, hang up.
The label itself must be on the sign body, visible to the inspector. Not in a box. Not in the manual. On the sign.
Also check that the listing covers your exact configuration. A listed 24-inch front-lit letter doesn't automatically make a 60-inch backlit letter listed. Size, LED load, and heat rise all change.
If a supplier says "UL or ETL available on request," treat that as a red flag. Real listings are tied to specific production lines and sign configurations. You don't flip a switch after the PO is signed.
Myth one: "ETL-listed components mean the sign is ETL listed." Wrong. I just said it, and I'll keep saying it because it's the most common lie in the industry.
Myth two: "ETL is less safe than UL." Wrong. Both are OSHA-recognized NRTLs. Both test to ANSI/UL 48. If an inspector tells you ETL isn't acceptable, ask them to show where in the code it says that. They can't, because it doesn't.
Myth three: "ETL listing covers weatherproofing." Nope. ETL 48 is about electrical fire and shock. IP ratings are about dust and water. IP65 is the minimum for outdoor. IP65 won't survive a hurricane. IP66 is for coastal areas.
Here's one that costs people money: if you spec 316 stainless steel letters for a coastal job, that's material durability. Nothing to do with ETL listing. Buy 304 and you're replacing letters in three years. Buy 316 and pay 20–30% more.
Write this in your purchase order: "Complete channel letter sign shall be ETL listed to ANSI/UL 48, with label affixed to sign body." If your supplier balks at that, find another supplier.
If you're doing back-lit halo letters, the listing path is the same, but the thermal profile is different because the LEDs sit behind the face. Make sure the listing is for that exact construction.
When you spec the face, don't let someone upcharge you for 3mm acrylic like it's premium. For standard channel letters, 5mm acrylic is our default. A 3mm face cuts 92% light output; a 2mm face cuts 90%. You won't notice the 2%, but you'll notice the 40% cost bump.
For acrylic LED letters, match the face thickness to the return depth and make sure the LED modules are on the ETL listing. Cheap modules fail in 12–18 months. Real modules from Bluesky or Rishang last 5+ years.
I've watched sign shops pay $800 for a front-lit letter from a domestic fabricator. Same 304 stainless, same Samsung LEDs. We ship that letter for $120. The only difference is the middleman. Don't let them hide behind a UL brand name when ETL does the same job.

Does ETL listing mean the whole channel letter sign is legal to install? Yes, if it's a full-assembly ETL listing to ANSI/UL 48. No, if you only have ETL listed parts. That's the whole point.
Can I pass inspection with an ETL-listed power supply and ETL-listed LED modules? No. The assembled sign needs its own listing.
