Aochuang Sign factory building

Important: This guide is an educational reference, not legal or engineering certification. Requirements depend on the final product, installation, voltage, destination country, local code, and authority having jurisdiction. Aochuang Sign does not claim that every sign or component carries every certification listed here. Request project-specific documentation before ordering.

1. How to Read a Sign Certificate

A certificate logo by itself is not enough. Buyers should verify who issued the document, which product and model it covers, whether it is current, and whether it applies to the complete assembly or only one component. A power supply certificate does not automatically certify the finished LED sign. A quality management certificate does not automatically certify product safety.

Use this four-part test:

  1. Identity: Does the certificate holder match the manufacturer or supplier?
  2. Scope: Does it name the actual product, model, voltage, or component?
  3. Currency: Is the issue date current and has the certificate expired or been withdrawn?
  4. Market: Is it issued for the country or regulatory system where the sign will be installed?

For component-level claims, ask for the original test report or listing record instead of a marketing image. For complete assemblies, ask which party issued the declaration and which standards were used.

3. UL 48 and NEC Article 600

UL 48: Electric Signs

UL 48 is a product safety standard for electric signs in the North American certification system. Buyers should ask for the exact listing or certification record, certificate holder, product scope, and model information. A supplier stating "UL components" is different from a completed sign being listed or certified.

UL recognition can apply to components such as power supplies or wiring devices, while the assembled sign may follow a different certification path. Clarify whether the document covers the component, the sign, or both.

NFPA 70 / NEC Article 600

NFPA 70, National Electrical Code, Article 600 addresses electric signs and outline lighting. The final installation must also follow the local adopted edition, amendments, permit requirements, and inspector interpretation.

A factory can manufacture a sign to the project specification, but the installing contractor and authority having jurisdiction determine whether the installation passes inspection. Ask for wiring diagrams, power requirements, component listings, and installation instructions early.

4. CE Marking, LVD, EMC and RoHS

CE marking is not a single universal certificate. It is a conformity marking used where one or more EU product directives or regulations require it. The manufacturer or importer must identify the applicable legislation and prepare the required technical documentation and EU Declaration of Conformity.

For illuminated signage, the following may be relevant:

Ask whether the declaration covers the finished sign or only individual LED modules and drivers. Also ask for the standards used, signatory details, model references, and technical file availability. CE marking is not automatically a substitute for UL or another North American listing.

5. IP Ratings and Weather Protection

IEC 60529 defines degrees of protection provided by enclosures. The first digit addresses solids and the second addresses water. IP65, IP66, IP67, and IP68 describe different test conditions and should not be treated as marketing synonyms.

RatingGeneral meaningSignage caution
IP65Dust-tight and protected against water jetsRequires intact seals, cable glands, drainage, and installation practice
IP66Dust-tight and protected against powerful water jetsPressure, angle, duration, and enclosure condition still matter
IP67Protected against temporary immersion under defined conditionsNot a universal guarantee for permanent submersion
IP68Protection under manufacturer-specified continuous immersion conditionsThe exact depth and duration must be stated by the manufacturer

IP ratings cover enclosures, not necessarily the entire installed sign. Wiring connections, drivers, cable entries, mounting penetrations, sealant, and drainage all affect performance. Ask how the complete assembly is protected and what maintenance is required.

6. ISO 9001, ADA and Structural Loads

ISO 9001 quality management

ISO 9001 is a quality management system standard. It can indicate that defined processes exist for design, production, inspection, corrective action, and documentation. It is not a certificate that a particular sign is safe, weatherproof, or compliant with a product directive.

ADA accessibility

The U.S. Access Board ADA Standards include requirements for permanent room and space identification, tactile characters, braille, mounting height, and visual contrast in covered applications. Not every exterior brand sign is treated the same way. Confirm scope with the project architect or code official.

ASCE 7 and project engineering

ASCE 7 provides structural load criteria used by engineers. Wind, seismic, snow, facade attachment, and local building code requirements should be reviewed by a qualified engineer for large or elevated signs. A generic product drawing is not a project-specific structural calculation.

7. ISPM-15 and Incoterms

ISPM 15 applies to international movement of wood packaging material such as crates, pallets, and dunnage. Ask how wooden export packaging is treated and marked when required by the destination country.

Incoterms 2020 define delivery responsibilities such as export clearance, freight, insurance, import clearance, and place of delivery. They are not payment terms and do not by themselves state whether duties or taxes are included. For a DDP quotation, confirm exactly which duties and import fees are included.

9. Questions to Ask a Sign Supplier

  1. Which exact product, model, and voltage are covered by the certificate?
  2. Is the certificate issued to the factory, a component supplier, or a trading company?
  3. Does the document cover the complete sign or only the LED module and driver?
  4. Which standards are listed in the EU Declaration of Conformity?
  5. Can you provide the original test report and document issue date?
  6. What IP rating applies to the complete assembly after wiring and installation?
  7. What engineering assumptions are used for mounting and wind load?
  8. What documents are included in the shipment and technical package?

Buyers should save the final approved drawing, compliance documents, installation instructions, and shipment records with the project file. These documents are useful for inspection, maintenance, resale, and future warranty discussions.

10. Frequently Asked Questions

Is CE marking the same as a UL certificate?

No. CE marking is an EU legal conformity marking used where the applicable directives require it. UL 48 is a product safety certification for electric signs in the North American market. They serve different regulatory systems and are not interchangeable.

Does IP65 mean a sign is completely waterproof?

No. IEC 60529 IP ratings describe protection against dust and water under defined test conditions. IP65 means dust-tight and protected against water jets, but it does not mean unlimited submersion or permanent resistance to every weather condition.

Is ISO 9001 a product certificate?

No. ISO 9001 certifies a quality management system, not a specific sign, LED module, or power supply. A factory can hold ISO 9001 while individual products still require separate electrical, environmental, or market-specific conformity documentation.

What documents should a signage buyer request?

Request the exact certificate or test report, certificate holder, product or component scope, model numbers, issue and expiry dates, testing laboratory, and a declaration or listing that matches the product being purchased.

Does UL 48 cover installation?

UL 48 addresses the electric sign product. Installation is governed by the applicable electrical code, local amendments, engineering requirements, permits, and inspection process. In the United States, NEC Article 600 is a key starting point.

When does ADA apply to signage?

ADA requirements commonly apply to permanent room and space identification, including tactile characters and braille where required. They do not automatically apply to every exterior brand sign. The exact scope must be reviewed for the project and jurisdiction.

Why do EU sign projects ask for LVD or EMC reports?

The Low Voltage Directive and EMC Directive can apply depending on the product design, voltage, components, and intended use. The supplier and importer must determine which directives and standards apply before an EU Declaration of Conformity is issued.

Is one certificate enough for a complete sign?

Usually not. A complete illuminated sign can include metalwork, acrylic, LED modules, wiring, drivers, seals, and controls. Documentation should cover the relevant components and the final assembled product where required.
