UL 48 Certification for Sign Manufacturers: Brutal Truth From the Factory Floor (No Fluff)

I've had a factory owner tell me with a straight face that his signs are "UL approved."

He meant he'd seen a UL mark on a power supply he bought off Alibaba. That's not UL 48. That's a component sticker on a part that might fail inside six months. The ugly truth is most sign shops ordering from overseas don't realize the difference until the local inspector tags their freshly installed storefront sign with a red rejection slip. I've been on the floor 16 years, burned my hands on hot acrylic and argued with suppliers about LED quality. I'm going to walk you through what UL 48 actually means for a sign manufacturer, the process to get it, how much it really costs, and the rookie mistake that'll get your project shut down.

What UL 48 actually covers (and what it doesn't)

UL 48 is the standard for electric signs in the United States. Not LED modules. Not a power supply. The whole sign assembly. That means the metal return, the acrylic face, the wiring, the silicone sealing, the knockouts, the junction box—every component that carries current or encloses it gets evaluated as a system. Here's what nobody tells you: You can buy UL-recognized LED modules from Samsung or Osram, run them with a UL-listed Mean Well driver, and still have a sign that is not UL listed. The field inspector doesn't care about the component stickers. They look for the UL listing mark on the sign itself or the manufacturer's label that references the UL file number. If you're installing front-lit channel letters on a strip mall in Ohio, the AHJ will want that mark. No mark, no permit sign-off. NEC Article 600 is the electrical code that ties it all together. It says electric signs must be listed to UL 48 or an equivalent standard. ETL is the equivalent—more on that later. The point is, wall-washing your liability with a stack of component certificates is a quick way to get a stop-work order and a very unhappy client.

The actual process, start to finish

UL doesn't mail you a certificate after you email them a photo of your sign. They come to your factory. They open up your production line. And they keep coming back. Step one: you submit a formal application with product drawings, schematics, bill of materials, and a fat check. Step two: they send an engineer to your facility. That person will pick sample signs off the production line—not some hand-built golden sample you set aside—and ship them to a UL lab in Northbrook, Illinois. Step three: the lab runs the sign through temperature tests, dielectric withstand, rain exposure, mechanical stress, and flame tests on the plastics. Expect a 4 to 9-month wait from application to first listing, depending on how many design revisions fail. Our factory did it in 6 months because we'd already been building to UL standards for years without the paper, but any honest timeline is at least half a year. Step four: you pass the initial evaluation, they issue a listing, and then the quarterly factory surveillance begins. Unannounced. A UL auditor walks through your shop, pulls random signs, checks that you're still using the same approved components, the same soldering processes, the same silicone. If you've started sneaking in a cheaper transformer because it saved $3 per sign, they'll find it and yank your listing. The full cost runs $4,000 to $15,000 depending on the range of products you're listing. A simple single-faced front-lit letter set might be on the lower end. A whole catalog of backlit, dual-lit, and RGB with multiple power configurations pushes it higher. Then budget another few grand a year for the quarterly audits and file maintenance. That's just the UL fee. You'll also need to factor in the extra cost of using UL-recognized materials year-round, which hikes your per-sign cost by 10–20%.

You're going to hear about alternatives (and some are legit)

ETL is the big one. It's tested to the same UL 48 standard, but the mark comes from Intertek, a different Nationally Recognized Testing Laboratory. ETL certification for a sign factory costs 10–30% less than UL and the timeline is often a few weeks shorter. Every AHJ I've dealt with in the past decade accepts ETL just like UL. If a factory says "we have ETL listed signs," that's fine. Ask to see the certificate and the file number, then verify it on Intertek's public directory. Not a PDF they emailed—the live listing. CE is not an alternative. CE costs a factory 20,000–50,000 RMB for self-declaration or third-party testing, and it's the minimum to sell in the EU.
